Nasarar zabukan 2023 na Najeriya na iya haifar da sabon salo na gaskiya da rikon amana a Afirka idan gwamnati ta cika alkawarinta na tabbatar da tsarin zabe.
Wannan shi ne taƙaitaccen nazarin haɗarin tsaro a zaɓe wanda ofishin tsare-tsare da juriya, OSPRE, wanda kuma aka fi sani da Cibiyar Gargadin Farko ta Kasa ta Najeriya, ya gudanar.
Shugaban sashen sadarwa da hulda da jama’a na kungiyar Nike Babalola ne ya bayyana hakan a wata sanarwa da ya fitar. A cewar Darakta Janar na OSPRE, Mista Chris Ngwodo, rahoton da aka fitar a makon da ya gabata mai taken “Ballots and Battlegrounds: 2023 Election Security Risks as Nigeria Decides”, kimantawa ne na barazana ga sahihin zabe na karshen mako, bisa la’akari da rahotannin laifuka, taswirar abin da ya faru, bincike na tarihi, bayanan da ake samu a bainar jama’a, bayanan buɗe ido da bayanan ƙarin.
Ngwodo ya kuma lura cewa rahoton “ya samo asali ne daga hadin gwiwa na musamman tsakanin ‘yan wasan jiha da kungiyoyin farar hula wadanda suka hada kai tare da manufar inganta tsaro da amincin tsarin zaben mu da kuma cibiyoyin dimokuradiyyarmu.”
Amfani da BVAS
Rahoton ya nuna yadda Hukumar Zabe Mai Zaman Kanta ta Kasa (INEC) ta yi amfani da tsarin tantance masu kada kuri’a na Bimodal BVAS a matsayin ci gaban da ka iya yin tasiri wajen gudanar da zabe.
“Tsarin kayan aikin dijital yana taka muhimmiyar rawa wajen rage yawan zaɓuɓɓukan da ake samu ga miyagun ‘yan wasan kwaikwayo waɗanda ke neman yin murza tsarin zaɓe,” in ji wani ɓangare na rahoton.
Ngwodo ya ce irin wadannan ’yan wasan za su iya yin amfani da su wajen dakile masu kada kuri’a ta hanyar kamfen na tsoratarwa da tashin hankali da nufin rage fitowar masu kada kuri’a; hare-hare kan jami’an INEC da yunkurin sata, rufewa ko lalata na’urorin BVAS; sayen kuri’a; rainon ma’aikatan INEC da jami’an tsaro da nufin karkatar da sakamakon zabe da yunkurin yin kutse a watsa sakamakon zabe ta yanar gizo.
Ya ce duk da yiwuwar amfani da wadannan dabaru na masu aikata laifuka, yawan fitowar masu kada kuri’a a karkashin ingantacciyar tsaro da kuma matakan tsaro na intanet zai tabbatar da ingancin aikin.
Rahoton ya bayyana yawaitar hare-haren da ake kai wa kan cibiyoyi da ma’aikatan hukumar ta INEC a matsayin wanda ba a taba ganin irinsa ba, ya kuma yi kira ga gwamnati da ta dauki irin wadannan hare-haren a matsayin “ayyukan zagon kasa a karkashin dokar hana ta’addanci ta 2022.”
